Minutes of June 19, 2000 were approved.

Old Business

The Teacher Center of Broome County was awarded more money than anticipated by SED - $76,500.  Budget lines were adjusted to reflect the change and an FS10A amendment will be sent to the state.

Jan Fiore motioned that the adjusted budget lines be approved.  Betty McAndrew seconded the motion.  Motion passed.

New Business:

The committee list was reviewed.  Three members volunteered to serve on the Conference Grant Committee:  Cheryl Naslund, Kate Griffith and Sharon Bryden. The first meeting of this committee took place immediately after the Policy Board Meeting on 9/18/2000.

Three members also volunteered to serve on the Mini-Grant committee: John Smith, Joe Mayko and Jan Fiore.  The Minigrant Committee will meet on November 6, 2000 at 4:00 pm to review the first batch of mini-grant applications.

Other necessary committees will be appointed at the October meeting of the Policy Board.

Two co-chairs were nominated and elected for the 2000-2001 school year.  They were Colleen Cawley and Betty McAndrew.
 

Director's Report

    We are looking for representatives from Deposit and non-public schools to fill the vacant seats for 2000-2001.
     

  • Two newsletters will be published this school year.  Focus flyers will be used instead of a lengthy newsletter.
  • Needs Assessment results will be compiled and shared with the Policy Board next month.
  • A new Teacher Center handbook will be available soon for all board members.
  • Summer Institute was very worthwhile.  Kate Griffith and Gail Szeliga reported.
  • Summer workshops and graduate classes statistics were reported:
                             11 Workshops were held.
                               3  Graduate Classes were held.
                               1  NYSUT class

                               190  people were involved.

  • Educator's Conference proved to be excellent, 200 people were involved. Speakers were excellentand we received very good press coverage.  Planning committee will meet on Sept. 27, 2000 to start planning next one.
  • We continue to get responses from the BOCES School Curriculum Improvement Services catalog for classes that are published in the shared services book.
  • Harpursville and Johnson City are participating in the Passing the Torch mentoring program with retired teachers-- app. 12 teachers and 6 mentors are involved.  Kathryn Brown, a retired teacher is co-ordinating the program.
  • A Substitute Teacher Workshop is being planned for October 6, 2000 at the Teacher Center.
Committee Reports:
    Mini-Grant and Conference Grants
    • Two new formats will be tried this school year -- A Do It! Minigrant and a Summer Curriculum MiniGrant.
    • It was suggested that the deadline be extended for the Do It! MiniGrant since more money is available.

Old Business


The FS10A Budget Amendment was submitted to the state.  The director was notified that more detail is needed, proposed expenses have to be itemized under each category. The Policy Board approved adjusting the FS10A and adding more detail.

The FS10A amendment was adjusted as indicated below and will be resubmitted.

Summary of Budget Adjustments:

Professional Salary, under code 15 - Increase by $15,527 for additional teacher program presenters.
  Support Staff Salary, under code 16 - Increase by $1,500 for additional student assistants for mailings, web page publishing and data entry.


Purchased Services, under code 40 -  Increase by $22,675  for grant program plus retired mentor teachers, consultants for Educator's Conference and consultants for substitute teacher recruitment and training workshops.

Supplies and Materials, under code 45 - Increase by $6,750 for laminating film, poster maker supplies, Elision dies, digital camera, and wall dividers.

Travel, under code 46- Increase by $12,000 for Conference Grant program.

Employee Benefits, under code 80- Increase by $2,598 for benefits for additional professional part time staff.

Equipment, under code 20 - Increase by $15,450 for hot laminator, electric button make, poster maker, four laptop computers and two pentium computers.

New Business:

Three locations were suggested for the Annual Policy Board/TC Staff Holiday dinner.  They included P.S. Restaurant, Zazou and Little Venice. Members will be notified as to the date, time and location of the dinner.

Four Policy Board members volunteered to serve on the Policy Manual/Bylaw Review Committee.  They included: Mike Sabo, Colleen Cawley, Betty McAndrew, and Donna Murray. This committee will meet immediately following the next Policy Board meeting scheduled for November 27, 2000.

The percentage of the BOCES Indirect charge was reviewed.  Our indirect cost has been lowered to 2.5% this year, down from 3.6% for 1999 - 2000.
 

Director's Report
  • Needs assessment forms are still arriving so the TC staff will continue to compile them and have a report ready for the November meeting.
  • Focus Flyers are working out well. They are sent out monthly highlighting the scheduled events.
  • The next Noteworthy News will be published in January.
     
  • We need a few more people for the Program Committee, this is a group of interested teachers who evaluate, discuss, review and suggest programs for the Teacher Center.  Please try to recruit a teacher in your district.
     
  • We are looking for representatives from the following districts to serve on the Educator's Conference Committee: Head Start, Chenango Forks, Deposit, Harpursville, Maine Endwell, Susquehanna Valley, Whitney Point and several private schools.
     
  • Several personal visits to schools offering an overview of Teacher Center programs and services have taken place since September including Wyoming Conference Children's Home, Broome County Head Start and Prospect Learning Center.
     
  • The Substitute Teacher Workshop was a huge success.  It will be held annually in August or October.
     
  • The Retired Teacher/ New Teacher Mentoring program will be revised for next year.  Kathryn Brown, coordinator, will report to the board in January regarding the  progress of this program.
     
  • NYSC&TE Conference will be held this year in Syracuse during November.  If any Policy Board member wants to attend they should contact me immediately so the paperwork can be submitted.  Cheryl Naslund, Corrine Barnes and myself are scheduled to attend.
     
  • The Teacher Center Annual Meeting will be held in Albany on November 13-14.  I will be attending and any interested Policy Board member is invited to attend.  TC will pay expenses.
     
  • Southern Tier Teacher Center Network meeting was held on October 13.  It was decided that the Network will sponsor a mentoring conference to be held in March of 2001.
Committee Reports:
    Conference Grants
    • Cheryl Naslund reported that so far $4,293 has been committed for conference grants to 28 teachers from a variety of school districts.
       
    • Teachers are limited to receiving one conference grant per school year.
       
    • Conference grants cannot be given for a conference or workshop which is matched by state funds including a BOCES Co-Ser.
       
    • Conference grant application forms are posted on the web page at http://www.tier.net/bctc
       
    • Conference grant forms have been slightly revised to give additional information.
       
    Educator's Conference
     
    • Colleen Cawley reported that the Educator's Conference will be held at Roberson for the next two years - 2001 and 2002.
       
    • The date has been set for August 14 and the theme will be Lasting Links: Family, School and Community.
       
    • Pete Seeger will be the featured author if we can book him.
       
    Program Committee
     
    • Sharon Bryden reported that Technology workshops tend to fill up quickly, sometimes other topic areas do not seem as popular. Workshops will always be a valued part of our program.  Needs assessments and suggestions from teachers and program committee will be encouraged to make sure we are meeting everyone's wants and needs.
       
    • The Program Committee is investigating services other than workshops that can be offered to teachers.  Community partnerships will be encouraged.
       
    • Sharon suggested that we strongly consider strengthening and expanding out Teaching Materials Preparation Area.  This project will be pursued this school year so that by next summer it is in place.
       
    • Gail will visit the Jefferson-Lewis Teacher Center in Watertown which has a extensive teacher preparation area used by community and school personnel.

Minutes of October 16, 2000 were approved.

Financial Report

Monthly financial report was presented to the Policy Board.  The director requested a person on the board be appointed. to look over the financial records periodically.  Mike Sabo volunteered to act as the financial chair.
The FS10-A has been submitted and approved.


OLD BUSINESS

Policy Board members who volunteered to serve on the Policy Manual/Bylaw Review Committee were reminded that they would be meeting as soon as the Policy Board meeting has adjourned.

New Business

The Holiday dinner will be held at Zazou this year on December 18.  Please let the director know if you will attend. Those attending will be contacted as to their menu choice.

Several board members suggested that we should look into hosting the NYSUT Effective Teaching courses for graduate credit and possibly more graduate courses.  Linda Irwin is going to see if we could possibly host some Binghamton University graduate courses here at the Teacher Center.

It was suggested that the professional development requirements of teachers that will go into effect in 2002 be published in the newsletter. We need to make sure Teacher Center courses can be counted towards these hours.

It was also suggested that information pertaining to National Board certification be included in the newsletter.


Director's Report
  • The next Noteworthy News will be published in January. Suggestions for articles are welcomed.

  • Repeat: We are looking for representatives from the following districts to serve on the Educator's Conference Committee: Head Start, Deposit, Harpursville, Maine Endwell, Susquehanna Valley, and several private schools.
     
  • The faculty of the Deposit elementary school invited the director to speak at their faculty meeting.  Ideas were brainstormed on how to make the Teacher Center services more convenient to Deposit teachers. All teachers received a Teacher Center apple.
     
  • We held an Appreciation Dinner for Ambassadors in November and an Open House for New Teachers at the end of October.
     
  • The director and two board members attended the NYSC&TE Conference in Syracuse during November.
     
  • The Teacher Center Annual Meeting was held in Albany on November 13-14.  The director attended and so did Policy Board member John Smith.  A copy of the agenda was circulated to the Board and John Smith reported on the many different and interesting displays that he visited.
     
  • Policy Board members were reminded that they are required to attend one Teacher Center meeting during their three year term on the board.  The annual meeting is in Albany during the fall, the spring meeting is at the Sagamore and the summer institute is in Rochester this summer. Dates will be given at the January meeting.
     
  • The director visited two Teacher Centers in Rochester N.Y. during November to view the facility and find out about services and programs.
     
  • Two students have been hired part time- Julie Bertrand, a BCC student (4 hours a week) and Leslie Rathfon, a UE high school student (2 hours a week).
Committee Reports:
    Mini-Grant Committee
     
    • Every district in the consortium plus non-public schools submitted mini-grant requests.  34 were received and 10 were granted for a total of $5,649.81.
    • January 15 is the next deadline for Mini-Grant applications.  Several thousand dollars are left to be awarded.


    Conference Grants
     

    • Cheryl Naslund reported that 84 grant request were received during phase #1.  All but one district submitted requests.  55 people were granted money, over $9000 was awarded.
       
    • It was suggested that teachers who received grant money may be willing to present a workshop relating to their conference attendance.
       
    • January 15 was set as the cut of date for reimbursement of phase #1 conference grant money.  Phase #1 recipients should be notified of this immediately.
       
    • Upcoming conferences for the January - May time period will be published in the next newsletter.
       
    • The committee will be revising the present conference grant form for phase #2.
       
    Educator's Conference
     
    • Report submitted by Susie Kitchen, conference chair was submitted to the Policy Board.
       
    • Discussion on having commercial vendors ensued, it was decided that we do want commercial vendors for the morning and that some non conflict time be scheduled so that vendors know ahead of time exactly how much time they will have.  Time during registration and lunch was suggested.
       
    • Pete Seeger has been booked and he will be bringing his grandson and co-author.  He will do a evening performance at Roberson for the public.


    Program Committee
     

    • Sharon Bryden reported that plans are progressing for an expanded material preparation area.  A list of possible equipment will be submitted to the board along with prices.
    • The program committee is soliciting new members.

Financial Report
The monthly financial report was presented to the Policy Board.  A more complete budget report will be given at next month's meeting after contact has been made with the BOCES business office. A motion was made by Kate, seconded by Linda to use local funds to purchase laptop computers until an amendment can be approved to allow the purchase through state funds.  


NEW BUSINESS
The Policy Manual/Bylaw Review Committee presented suggested changes to the Teacher Center handbooks.  Each member present received a "draft" copy.  The following changes were voted on and approved:

The ByLaws of the Teacher Center were reviewed.  A revised copy will be attached to the minutes of the January meeting.  Members were asked to review three changes (printed in red) for a vote at the February meeting.

Director's Report
  • Handbooks were distributed at the beginning of the meeting and the director pointed out several important pages including the meeting schedule for the rest of the year, a board member directory and a page of important dates..
     
  • Information pertaining the Teacher Center Spring Retreat at the Sagamore was distributed.  Dates are March 22 - March 25, 2001.  Policy Board members who wish to attend were asked to call the center by January 31, 2001.
     
  • The faculty of the Palmer elementary school (Windsor) invited the director to speak at their faculty meeting.  Ideas were brainstormed on how to make the Teacher Center services more convenient to Windsor teachers. All teachers received a Teacher Center apple.
  • The Summer Institute will be held in Rochester this year during the month of August.

    • The mini-grant committee is scheduled to meet on January 23, 2001 to review phase two mini-grant applications.


    Conference Grants
     

      Cheryl Naslund reported that the conference grant applciation has been changed. Airfare will not be matched and a maximum of 500 miles was set for mileage reimbursement.

    Financial Report

    Mike Sabo reported that he will reschedule a time to do the audit since it had to be postponed during January.

    The monthly financial report was presented to the Policy Board.  Local and SED funds budget codes were explained.
    It was decided that a budget amendment was necessary to rearrange allocations.  The Policy board approved the adjustments listed below:.

    Cheryl Naslund motioned that Amendment #2 be approved.  Colleen Cawley seconded the motion.  Motion passed.
    NEW BUSINESS

    A motion was made to accept changes to three items in the bylaws of the Teacher Center of Broome County. Motion passed.

    The following adjustments to wording on p.4 and p. 7 and p.8 of the Teacher Center Policy Manual were approved by the Policy Board.  Changes appear in bold underlined text.

    Class, Conference and Workshop Policy Statements (p.4)

    A minimum fee of $5 per class period will be required to register for Teacher Center Technology workshops/classes.  Non-refundable fees may be charged for workshops/classes if expenses warrant the extra charge.  Fees may be waived in case of collaboration.

    Policy board members may attend any class or workshop without paying a registration fee.  Student teachers may attend any class or workshop without paying a registration fee, at the discretion of the director.

    Mini Grants (p.7)

    Mini Grants provide partial funding for opportunities to implement an education program, teaching method or interdisciplinary approach to teaching which is new to the school district.  One or more teachers may submit an application, which must be signed by the building principal, and the school district's superintendent.  Items purchased with Teacher Center mini grant funds are officially the property of the Teacher Center and can be used by other Teacher Center consortium members once the items no longer serve the specific function for which they were granted.

    Conference Grants (p.8)

    Conferences and workshops that receive state aid, BOCES reimbursement, or are under a COSER do not qualify for funding.

    Due to limited resources, expenses for airfare will not be considered for reimbursement.  Funds will not be provided in advance, but will be paid upon submission of final claims and receipts directly to the teacher requesting the grant unless other arrangements have been made in writing prior to approval.
     

    Director's Report
    • Carolyn Price (BCSD) will be contacted regarding rumors regarding payment for use of facility on Saturday.
    • Personnel Update
      • Civil Service is requiring BOCES to terminate Connie Fisher and Jennifer Hart because they failed to take the Program Assistant civil service test in the fall.  Their last day was officially Feb. 14, 2001.  They received excellent evaluations and recommendations from the Teacher Center for their two years of service.  We wish them well.
      • BOCES Human Resources dept. will be contacted regarding filling the position.  Plans are to fill it with one person for 19.5 hrs. to start.
    • A conference entitled "Mentoring New Teachers" will take place on April 4 at the Binghamton Regency.  It is sponsored by the Southern Tier Teacher Center Network (our Teacher Center is a member).  Policy Board members were asked to encourage attendance by people in their district.
    • A grant was received by the Southern Tier Teacher Center Network to sponsor a regional peer review. Participants will receive a stipend of $380.  Many people expressed interest after flyers were distributed. The date has been set for May 29 at the Heritage in conjunction with BOCES. We have three teachers from our consortium participating.
    • Gail is representing the Southern Tier Teacher Center Network on the state PR Committee to promote more awareness of Teacher Centers.
    • Lobby Day is scheduled for March 19-20 in Albany.
    • It was reported to the Policy Board that teacher centers must focus on evaluating their direct/indirect impact on student achievement through programs and services offered. A request was made to the Policy Board that they schedule a half day working meeting in April to work on this topic plus other important items.  April 23 was set as a tentative date.
    Committee Reports:
      Educator's Conference:

      Susie Kitchen conference coordinator reported to the Policy Board.  Committee is soliciting program proposals.  Many have been received from the community.  Committee is hoping to set the program by next month.

      To boost registrations the following proposals were presented:

      First Year Teachers - FREE - no registration fee
      Graduate students in education - FREE - no registration fee
      Student Teachers - FREE - no registration fee
      Register yourself and bring a friend for FREE - no registration fee

      Mini Grant Committee
       

        John Smith reported that the mini grant committee approved 13 of the 32 grants submitted for a total of $6,555 (Round #2).  Previously they awarded 10 grants for a total of ($5649.81) (Round #1).  Total: $12, 674.81.
        Positive publicity was received in the Press and Sun Bulletin along with the Chenango Forks school district newsletter regarding the Teacher Center Mini grant program.


      Conference Grants
       

        Cheryl Naslund reported that the conference grant monies have all been spent this year.  Adjustments have to be made so we do not run out of funds before the spring conferences.

Updates to the by-laws and policy manual were distributed to all members.

New Business
A committee was formed to plan a self study on April 23.  Committee members are Jan Fiore, Corrine Barnes and Colleen Cawley. Planning meeting was scheduled for April 4.

Financial Report
The financial report for the local and SED funds was presented.  A $5000+ discrepancy in our records compared to BOCES was reported.  Gail will investigate and report back to the board members via the mailing list -- TCPB@yahoogroups.
 

Director's Report
  • Carolyn Price (BCSD) was contacted regarding payment for use of facility on Saturday.  We will have to pay for a custodian any time the building is used for our programs.  BCSD will bill us.  We are committed to NYSATA for a Saturday in April.  The problem of the doors locking at 4pm was discussed.  A door bell or an intercom was suggested, Carolyn will look into it.  Permission was given to put a sign in the hall indicating the location of the Teacher Center.
  • Personnel Update
    • The position of part time program asst. has not been filled, hopefully it will be filled in April.
       
  • Policy Board members were asked to encourage personnel from their district to attend the  "Mentoring New Teachers" conference scheduled for April 4 at the Binghamton Regency.  A letter was sent to administrators offering to sponsor teams from districts, hopefully this will increase participation from our area.
     
  • A newly formed Program Committee met for the first time on March 14, 2000.  Five consortium schools/districts were represented.  Many good ideas were generated.  Committee will meet four times per year (March, June, October and January) on the second Wednesday of the month.  Reps. are still needed from 7 of our school districts.  Minutes of the first meeting were distributed to all board members.
  • The Teacher Center participated in the EIT (Educators In Training) conference at Cortland State on March 19.  Three other NY State Teacher Centers participated.  Our mission is to inform students of the value of Teacher Centers.

Policy Meeting was called to order at 4:00 pm by Betty McAndrew.

The March minutes were reviewed and approved.  The April minutes were amended to read that a majority of the teacher reps. were in favor of the budget amendment approved at the April meeting.  Those not present were contacted individually.

Cheryl Naslund montioned that the March and April minutes be approved.  Jan Fiore seconded the motion.  Motion passed.

Self Study

                       2000 - 2001

We the policy board of The TEACHER CENTER of Broome County, conducted a self-study using the following format:

·       Formation of a self-study committee led by three policy board members, Colleen Cawley, Jan Fiore, and Corinne Barnes, who met on April 4, 2001, previous to the main policy board meeting to discuss the direction of the self-study.

·       Meeting with the policy board on April 23, 2001.

·       Final meeting with the policy board to review the final self-study and sign the cover sheet.

On April 4, 2001, the self-study committee met to discuss the focus of the self-study.  We decided to focus on the Program standard:
 “… collaborate with school districts and other organizations and agencies to enhance the range of program opportunities.”  We also decided for the  April 23, 2001 meeting to review and assess last year’s self-study in order to prepare this year’s self-study.

On April 23, 2001, the policy board met for approximately five hours and brainstormed ideas to meet the above Program standard suggested by the steering committee and was approved by policy board members.  From our brainstorming session we came up with the following ideas to carry out the above-mentioned standard:

·       Ways to link to school districts

1.     Market THE TEACHER CENTER of Broome County by handing out plastic Apple containers containing a laminated bookmark describing the
 services offered by our teacher center.

2.     Conduct collegiate circles with PTAs, at union meetings, and at faculty meetings.

3.     Host our 14th Annual Southern Tier Educator’s Conference this summer with the theme:  Links that Last – Family, School, Community

4.     Organize a Home School Conference

5.     Publish a Teacher Center Resource Guide that lists all the educational and cultural groups that we serve, as well as listing all the services of our teacher center.

6.     Publish a Field Trips Pamphlet that shows all the local sites for field trips

7.     Follow up on districts’ superintendent’s conference days – summarize what topics were covered and who presented workshops, if any

8.     Meet with Teacher and Staff Union Presidents

9.     All published materials will be included on THE TEACHER CENTER website

·       Ways to link to the community and other agencies

2.     Create an education resource book and distribute to local realtor companies

3.     Coordinate a learning clinic for families where agencies come and present information

4.     Partner with the company that maintains the Broome County web page

After the brainstorming session, we decided we could not carry out all these ideas in one year, but agreed to keep this list to use as a source for future goals.  Next, we reviewed last year’s self-study, discussed each goal, and then decided on which goals to keep and which to edit or delete.  As a result of this evaluation process, we created a new Self-Study document for year 2001 – 2002 with measurable goals and with each goal connected to the Teacher Center Standards.

On May 21, 2001, the policy board reviewed the completed Self-Study document and narrative, and all policy board members approved the final copy of both the Self-Study and narrative.
